Sullivan has developed a number of projects over the years including the multiple-tenant Lumber Liquidators business plaza on Ridgewood Avenue in Holly Hill where he has the office for his various businesses. One of Sullivan's neighbors when he lived in Daytona Beach Shores was city councilman Michael Politis, noted Booker. "I used to walk my dog there," he said of the future Oceans 25 Townhomes site. Sullivan used to live three blocks from the property until moving to the Hammock Beach area in Palm Coast last year. The site is just north of the entrance to Oceans Golf Club along the west side of A1A, directly across from the beach. Sullivan and Humbert were the only ones to submit a bid. The seller was the City of Daytona Beach Shores which issued a request for bids for the site last year.
